A Stronger United Nations for a Better World
The spirit and vision that infused world leaders in 1945 inspire me every day... The promise and values of those early years in the UN’s history are as relevant today in our considerably more complex and interdependent world as they were over 60 years ago…

In the last 60 years, the UN has shown it can:
Serve as a forum to set a global agenda;
Build consensus on contentious issues;
Set standards for nations to live by;
Play the role of honest broker;
Keep fighting parties apart;
Help bring justice to those discriminated against;
Deliver humanitarian assistance and ensure access to food, medicine, education and health care;
Improve living conditions and alleviate poverty;
Pursue a vigorous development agenda.
The challenges we face today are many, and my resolve is strong. I am determined to make progress on the pressing issues of our time, step by step, by building on achievements along the way, working with Member States and civil society.

As Secretary-General, I resolve to:
Lead by example;
Seek excellence with humility;
Set the highest ethical standard;
Pursue dialogue and engagement;
Play the role of harmonizer and bridge-builder;
Make transparency and accountability the cornerstone of my tenure;
Be animated by both passion and compassion in achieving our goals;
Be sensitive to the concerns of all Member States, big and small.

Priorities for action
Peace and security

We must strengthen the UN's ability to play its role to the fullest extent in conflict prevention, peacemaking, peacekeeping and peacebuilding – these are all part of a continuum, and our approach must be integrated, coordinated and comprehensive. By enhancing our capacity for preventive diplomacy and supporting sustainable peace processes, we will build long-term solutions and respond more effectively to conflict.



Africa
Some 65 per cent of the UN peacekeeping budget is devoted to Africa. But to tackle the problem of conflicts in Africa, we need to address its root causes. Peacekeeping must therefore be accompanied by political processes to resolve conflicts, and development must be prioritized to secure an enduring peace. Sudan requires our special attention. The pace of implementation of the 2005 agreement that ended the long-running civil war between North and South must be accelerated, including the preparation of elections in 2009. To end the tragedy of Darfur, now that we have agreement on an African Union–United Nations force, we must get boots on the ground quickly. The root causes of the conflict have to be tackled, and the parties must move to comprehensive peace talks. The peace talks initiated in Sirte, Libya, bringing together the Sudanese government, rebel groups, civil society and countries in the region will attempt to hammer out a peace agreement.

Middle East
The region is as complex, fragile and dangerous as it has ever been, and yet there are opportunities for reconciliation to be grasped. On the deep mistrust between Palestinians and Israelis that forestalls a meaningful peace process, a constructive UN role within the Quartet and in support of the Arab Peace Initiative will hopefully encourage movement towards a just, lasting and comprehensive peace. Iraq is the whole world's problem. We are all aware of the road that brought us to this point, but the UN can be instrumental in developing an inclusive political process to promote national reconciliation, in cultivating a regional environment that is more stable and in providing humanitarian assistance to innocent civilians, including the almost 4 million refugees and internally displaced Iraqis.

Non-proliferation and disarmament

The risk of proliferation of nuclear and other weapons hangs like a sword of Damocles over our heads. The Security Council has taken some significant steps to pursue the goal of non-proliferation in North Korea and Iran. On North Korea, I am personally committed to facilitating the smooth progress of the Six-Party process, and to encouraging the work of the denuclearization of the Korean Peninsula.

Development

While threats to peace must be addressed, my concern lies equally with those men, women and children of the world struggling to make ends meet – it is intolerable that almost 1 billion people still live on less than $1 a day. The Millennium Development Goals (MDGs) are a blueprint to ensure that in a technology-rich and prosperous twenty-first century, no human being should be dying of malnutrition or preventable diseases, or be deprived of education or access to basic health care. Treatment, prevention, care and support for HIV victims can be brought within everyone's reach, and this deadly epidemic must be reined in. We must spare no effort in reaching the MDGs, particularly in Africa. I will mobilize political will and hold leaders to their commitment to allocate adequate resources and development aid – and to address disparities in the global trade regime which handcuff so many developing nations.

Climate change

If we care about our legacy for succeeding generations, this is the time for decisive global action. The UN is the natural forum for building consensus and negotiating future global action – all nations can take firm steps towards being carbon-neutral. The September 2007 high-level event set in motion the impetus for leaders to look ahead to the discussions on the UN Framework Convention in December 2007 and sent the message – this is no longer business as usual.

Human rights

If security and development are two pillars of the UN's work, human rights is the third. The promise contained in the Universal Declaration of Human Rights, which marked its sixtieth anniversary in 2008, must continue to drive actions on the ground. The Human Rights Council must live up to its responsibilities as the torch-bearer for human rights consistently and equitably around the world. The expression "never again" must hold real meaning. I will strive to translate the concept of the Responsibility to Protect from words to deeds to ensure timely action when populations face genocide, ethnic cleansing or crimes against humanity.

UN reform

Effectiveness and rationalization have to be the touchstone of how the Organization measures up to new challenges. We must simplify and streamline our rules, policies and processes, and align our practices with the best from both private and public sectors. Reform is needed because the UN and its staff must adapt to meet new needs – and while we do more with less, we must work with all stakeholders to obtain the resources and support we need for key management reforms. By ensuring the highest standards of ethics, integrity and accountability, we can show that we are fully answerable to all Member States and the world's public.

Global problems demand global solutions – and going it alone is not a viable option. Some may say this is looking at the world through rose-tinted glasses. I believe, optimist that I am, that we have come full circle since that magical moment in San Francisco over 60 years ago. The UN is more in demand than ever before – and it is because expectations are so high that the possibility of disappointment is also high. I do not believe in miracles, but I do have faith in human decency, diligence and incremental progress. Above all, I believe in results, not rhetoric. The fundamental purposes and principles of this Organization are inspiring and enduring – we need to renew our pledge to live up to them. My partners in this noble enterprise are the Member States and civil society. Their commitment, action and perseverance will serve as the engine propelling us to fulfil the promise of 1945.

SEAL THE DEAL: climate change aggravates gender inequality – UN

Science/Nature | 2 days ago 18 November - Although melting glaciers, rising sea levels and polar bears may be the faces of climate change, women – who bear the brunt of global warming – are on the front lines of its ravages.

In some areas, women provide up to 80 per cent of agricultural labour, a task that will be made more difficult with the onset of inconsistent rainfall and fluctuating temperatures since they will have less resources and capacity to adapt.

Already up to 14 times more likely to die in natural disasters, women could suffer more as hazards increase in frequency and intensity due to climate change. In the aftermath of disasters, many women who were not allowed to leave their homes without a male relative have perished, while others who never learned how to swim also lost their lives.

Household tasks often falling on women – including gathering water and fuel – will become increasingly onerous as global warming leads to shortages.

Their health will also take a hit due to increases in diseases and food shortages, and as primary caregivers, they will also see their responsibilities increase as their family members suffer from rises in diseases such as malaria and cholera.

“We're dealing with age-old problems that have more significance” as a result of climate change, said Tracy Raczek, Partnership Analyst and Focal Point for Climate Change at the United Nations Development Fund for Women (UNIFEM).

Even before the current economic crisis, women and girls have comprised the majority of the world's poor. Existing inequalities between men and women will only amplify the effects of climate change, she stressed.

Nations are expected wrap up negotiations on an ambitious new climate change agreement in December in Copenhagen, Denmark.

The current negotiating text includes over 20 references to gender, including “recognizing gender equity as an integral part of effective implementation of adaptation” and boosting women's roles in decision-making processes.

It also includes language on recognizing that women and children are particularly affected by the impacts of climate change.

“We hope governments recognize that [these references] are a valuable inclusion,” Ms. Raczek said.

Efforts to improve gender equality must be seen as a long-term process, but she underscored the need for systems to be put into place now to strengthen women's participation and access so they can better deal with climate change.

“Gender equality brings resilience to entire communities,” with fewer people losing their lives as a result of global warming, the UNIFEM official emphasized.

An early-warning system run by women is credited with contributing to the zero-fatality rate in the Honduran municipality of La Masica when Hurricane Mitch struck in late 1998, according to a UNIFEM-supported study. That hurricane claimed an estimated 7,000 lives and caused some $3.8 billion in damage to infrastructure, agriculture and homes in the Central American nation.

“If women are recognized as stakeholders, you have a more well-balanced problem-solving paradigm,” Ms. Raczek noted, highlighting the value of real-life experience and generational knowledge in combating climate change.

In its just released State of World Population 2009 report, the UN Population Fund (UNFPA) contends that the international community's fight against climate change would be more successful if policies, programmes and treaties consider the needs, rights and potential of women.

It also states that investment in women and girls – particularly in education and health – boosts economic development, reduces poverty and benefits the environment.

Secretary-General Ban Ki-moon has underscored that, with their skills, perspectives, and experiences, the voices of women – many of whom depend directly on the environment for their livelihoods – must be heard more clearly in responding to the impacts of climate change.

“It is time to involve them as equal partners. When we do, our world as a whole will benefit,” he said in a message to an event in New York in September on peace and security through women's leadership.

Although the UN has succeeded in amplifying the voices of women on a range of issues, including conflict prevention, conflict resolution and peacebuilding, Mr. Ban said the special perspective of women is often overlooked in global discussions on climate change. “We must do more to give greater say to women in addressing the climate challenge,” he stated.

“I urge Member States to foster an environment where women are key decision-makers on climate change, and play an equally central role in carrying out these decisions.”

UK Ambassador speaks about crises, opportunities facing Korea and the world

The British Ambassador to the Republic of Korea, His Excellency Mr. Martin Uden, has an association with this country stretching back three decades. His first overseas posting as a diplomat was in 1978, when he served as a second secretary. The next time he was political counselor from 1994 to 1997. During this stint he wrote an introduction to "Caught in Time, Korea," a history of photography in Korea.

In 2003 he published "Times Past in Korea: An Illustrated Collection of Encounters, Customs and Daily Life Recorded by Foreign Visitors." He returned in early 2009 to finish out his diplomatic career as head of the Seoul mission. By all accounts, he speaks decent Korean, and while here, he blogs about his life.

In an address given last week at the Aston Hall inside the British Embassy in downtown Seoul, His Excellency gave an address titled "A Tale of Two Crises: Korea's role in tackling climate change and the global economic downturn." The address was the October edition of the luncheon lecture series hosted by Asia Society's Korea Branch.


It was not only the title that was inspired by Dickens' "A Tale of Two Cities": the Ambassador quoted the first line, "It was the best of times, it was the worst of times." He explained that this was to highlight the situation that the world faces right now – with climate change underway and possible crises up ahead if radical steps are not taken. But it is also a time of great opportunity to choose a different track.

The Crises
During the presentation, the Ambassador showed a map, depicting what effects a four-degree average increase in global temperatures would have on the world's environment. This map was put together by the British Meteorological Office. It was presented to Cheong Wa Dae in late October by the Ambassador.

The map can be viewed online, and there is a full-screen interactive version available too. On it can be seen things like decrease in crops grown, a rise in the number and severity of tropical storms, a 15 degree Celsius rise in temperatures in Alaska and northern Russia, causing the permafrost to disappear and more.

There will be a better future if early action is taken, Mr. Uden pointed out. That is why efforts must be made on a global scale to try to limit temperature increase to two degrees Celsius around the planet, he said. Though the short-term costs will be great, the long-term benefits will be greater.

Turning to skepticism of global warming, the Ambassador said that by 2020 nobody will dispute the science, but by then it will be too late to do anything meaningful to prevent calamities.

His Excellency posited that the solutions to the two crises were a low carbon recovery, new markets, new jobs, new types of competitiveness, renewable energy sources and energy efficiency. Particularly in the last area, he said there was a lot more that can be done in Korea.

On a table showing 2005 figures for greenhouse emissions per person, measured in tons of carbon dioxide, the Ambassador showed that the world average was 5.8 tons per person. (The goal is to reduce all nations to two tons per person, and a 50 percent drop in carbon emissions worldwide by 2050.)

The average of the 27 EU nations was 10.3, the United States Was 23.5, the United Kingdom was 10.6, and the Republic of Korea emitted 11.4 tons per person. Meanwhile, he explained that while the trend in developing nations has been downward since then, Korea is the fastest growing emitter in the OECD. The Ambassador was quick to point out that this was understandable because of Korea's rapid growth that is still led by manufacturing.

The global vision is for a peak temperature rise of two degrees Celsius by 2020 and deep cuts in carbon emissions by 2050 to ameliorate further climate change, the Ambassador said. However, he added that for now, developing countries will continue to emit more carbon than they are now.

The solutions
At the G20 meeting earlier this year leaders agreed to use fiscal stimulus programs to "build a resilient sustainable and green recovery." This, the Ambassador put forward, was where the answer to the current global economic crisis lies: in adaptation of technology, mitigation of greenhouse gas emissions and financing all of this in a sustainable way.

A recent HSBC report quoted by the Ambassador shows that revenues from the low carbon sector are already larger than those from the global aerospace and defense industries. By 2020, the value of that sector could be two trillion dollars, he said. Therefore, fears that capping and trading will hurt business and reduce competitiveness are unfounded.

Turning his attention to what the world needs from Korea, Ambassador Uden pointed out that Korea is not a Kyoto Protocol annex 1 country, and so therefore has no obligations yet to reduce its emissions. But he gave President Lee Myung-bak enormous credit for realizing that Korea must act and announcing scenarios for targets for 2020 including one of 4 percent less than 2005 emissions levels.

This, he stressed, is enormously significant, because Korea is the first non-annex country to commit to carbon cuts. Therefore, Korea is a model for other up-and-coming countries. If Korea cannot do it, then how can Turkey, Mexico or other countries?

His Excellency said that a goal of 2005 minus 4 percent is a goal that is just acceptable in terms of 2020 and 2050 goals for world emissions targets. However, his years of experience with Koreans have taught him that it is quite likely that this modest goal will be not only achieved but exceeded, surprising the world, as Korea has so often done.

From Seoul to Copenhagen
He wants to see a target set in law at the upcoming conference on climate change at the U.N. Climate Change Conference in Copenhagen, Denmark, in December this year. If that happens, other nations can follow this target, and it will become a standard that governments can be held accountable to. The Ambassador pointed out that Korea is a major player in these negotiations for a new treaty on climate change, and that the Korean government has been quite creative. It is likely, he stated, that some of their ideas will be used in any final agreements.

At the end of his presentation he brought the audience back to Dickens' work, in which the last line reads, "It is a far, far better thing that I do, than I have ever done." This line is spoken by Sydney Carton as he goes to the guillotine, knowing that his sacrifice will save other characters. Ambassador Uden reiterated that the world has never faced such a situation before, and that we will have to make sacrifices as never before, and act as never before, in order to rectify the situation. If we do this, then it will be a far, far better thing than we have ever done.

裴勇俊的力量,UN气候变化协约吸引了许多一般人响应签名

裴勇俊以旁白参与的公益影像,UN气候变化协约’Seal the Deal’活动创下了韩国人7,000多名的参与记录获得了热烈的关注.

裴勇俊于11月在UN环境计旗下环境专门机构的UN韩国委员会(UNEP National Committee for the Republic of Korea)的要求之下,参与了在丹麦哥本哈根举行的气候协约总会前为引发大众们关注的公益影像旁白.这一次的影像是为了告知一般市民们气候变化的严重性,并为了加深对于绿色成长的认知,而于11月25日公开之后便造成话题且广为人知.平时就对环境保护有着很大关注的裴勇俊,在4分35秒的影像中以严肃且有力的声音有号召力的传达了气候协约的必要性,他本人并亲自参与了签名而受到瞩目.

裴勇俊以旁白所参与的这一支影像在公开之前仅有291名的市民参与签名,但在此之后正式网站的韩国人签名数在两周内的时间内便突破了7,000名,呈现了超过30倍的数目而让相关人员感到惊讶不已.另外公开影像的网站上的’潘基文联合国秘书长,和裴勇俊一起的Seal the Deal活动’刊登物并创下了非常高的点击数纪录,并动员13,600多名留下了将参与签名的留言.

在此之前裴勇俊在2005年海啸灾害以及2006年夏天台风灾害,南亚洲地震海啸灾难等的灾害当时也领先参与了捐赠,给与了因气候变化而受到灾害的难民们温暖的帮助.除此之外,以’裴勇俊’这个名字所聚集的国内外粉丝俱乐部也都持续的展开善行活动以及捐赠文化,身为亚洲代表呈现了号召善行的影响力.

裴勇俊的力量?參與聯合國氣候協議活動的韓國人劇增

7000多名韓國人參加了裴勇俊參與旁白配音的聯合國氣候協議“Seal the Deal”活動,而引起了極大的關心。

“Seal the Deal”活動是為了提高上個月在丹麥哥本哈根召開的聯合國環境計劃署(UNEP)推進的氣候協議大會的關心而製作的宣傳視頻。

以向廣大市民們介紹氣候變化的嚴重性為主旨,聯合國向在亞洲內外人氣很高的裴勇俊拜托了旁白配音工作,裴勇俊的聲音一共有4分35秒。

該活動網站上原本只有300多名韓國人簽字者,隨著裴勇俊參加的消息,人數在2周內劇增到了7000多名。而且視頻告示的點擊率也達到了驚人的程度,也有13600多人留言說將要一起參加。

確認了裴勇俊力量的聯合國環境計劃署韓國委員會說:“由於裴勇俊的參加,曾低調的韓國人的參加增加了,可以確定韓國人們對於氣候變化的嚴重性的認識將會變高。”

In a telephone call with UN Secretary General Ban Ki-moon Saturday, President Lee Myung-bak promised to give additional financial aid to earthquake-devastated Haiti on top of the $1 million already provided.

“Korea began by offering emergency aid of $1 million, but intends to add more support in a bid to participate in the UN’s rescue effort,” Lee was quoted as saying by Blue House spokeswoman Kim Eun-hye.

Lee also said Korean citizens have launched fund-raising activities and emergency rescue crews have left for Haiti, which is the Western Hemisphere’s poorest country. Government sources said a 25-member Korean rescue team and two rescue dogs arrived yesterday at Santo Domingo, the capital of neighboring Dominican Republic, and will enter Haiti today.

“As a country that overcame the poverty of the ruins of the [Korean] War on the back of support from the international community, Korea will look into ways to help further,” Lee added.

Ban, the Korean-born UN secretary general, said yesterday that the United Nations and its partners were appealing for $562 million to help the victims of the earthquake that struck early last week. The estimated death toll from the disaster could reach as high as 200,000 people.

Nonprofit and religious organizations, private firms and celebrities have joined in relief efforts. Aid groups such as World Vision, Good Neighbors, Unicef Korea, Korean Red Cross, Korea Food for the Hungry International, Plan Korea and Compassion Korea have opened accounts for donations, and the major broadcasters - MBC, KBS and SBS - have begun accepting funds via phone.

Kolon, a local conglomerate, has sent 180 million won ($160,000) worth of tents while auto giant Hyundai-Kia Automotive Group has donated $100,000 to the International Federation of Red Cross and Red Crescent Societies.

李明博与潘基文通话:将增加援助海地朝鲜日报记者 黄大振 (2010.01.18 10:56)
韩国总统李明博透露了对遭受地震重灾的海地增加援助规模的计划。

据青瓦台发言人金恩慧称,李明博在1月16日和联合国秘书长潘基文通话时表示,尽管韩国政府已经开始提供首批100万美元规模的援助,但从共同参与联合国紧急救援的角度出发,计划进一步增加援助规模。李明博在通话中表示:“韩国国民正在展开募捐活动,紧急救援队正在通过陆路前往海地。韩国过去凭借国际社会的援助摆脱贫穷,将积极寻找帮助方法。”

就此,政府有关负责人17日表示:“正在综合考虑提供人员救助等直接与生命挂钩的紧急救援,以及支援中长期灾后重建等方案。”
